yeah, cloths like that which are flat with a few bumps can can easily be faked with a bump/opacity map.
it'd probably be easier with normal maps, but i know nothing about the process of making or applying them.
But really, you don't need a lot of polys to make models look good, just look at some of the latest Generation of PS2,Xbox games, or some of the first generation PS3,360 games.
